Blended Intensive Programmes (BIP)

The Erasmus+ 2021- 2027 program provides, within Key Action 1- Blended Intensive Programmes, the possibility of promoting intensive courses developed by consortia of Higher Education Institutions that involve short periods of in-presence activity combined with online learning and collaboration activities.

  BIP - Digital Constitutionalism and Platform Governance

The course is divided in two parts:

  • Part one: 15 hours online lectures (6 times 2.5 hours) – from May 3 to June 28.
  • Part two: 5-days in presence at the University of Padua – from September 25 to September 29 (total: 30 hours)


As part of this interdisciplinary blended intensive program, students will explore the intersections between digital constitutionalism and platform governance. The course aims at providing students with the theoretical, analytical and methodological tools to make sense of the values and principles that (should) guide regulatory arrangements for the digital age, while critically addressing actors’ interactions and power positions as well as power limitations in the same context. The general theme will be articulated in two sub-themes – values and fundamental rights and digital and green transition – around which a variety of educational activities will be organised. The program will also provide participants transversal skills, including: public speaking, group work, intercultural competences and the know-how needed for effective interventions in digital and platform governance.

As part of the first virtual component of the BIP students will explore topics at the intersection of digital constitutionalism and platform governance and will get to know the other university’s students and instructors. Virtual session revolve around the following topics: “Fundamental Rights in the Digital Age”, “The Governance of Cybersecurity: Resilience, Human Rights and Democracy”, “The Content Governance Dilemma – Digital Constitutionalism, Social Media and the Search for a Global Standard” and “Green Transition, Digital Transformations and Sustainability”.

As part of the second component, in late September 2023, students and instructors will spend five days at the University of Padova. There, they will deepen their understanding of these topics through in-depth discussions, engagement with guest speakers and the development of policy briefs.

  BIP - Economic and Social Impacts - Challenges in Labor Law

Coordinator: Eötvös Loránd University (ELTE, Budapest)

The course is divided in two parts:

  • Part one: 20 hours online lectures (10 times 2 hours) – from February 27 to March 3.
  • Part two: 5-days in presence at the Eötvös Loránd University; from 9.00 a.m. to 10.30. a.m. and from 11.00. a.m. to 0.30 p.m. – from March 6 to March 10.

The online part of the course includes introductory lectures on the phenomenon of digitization. Thus, on the economic, social and labor market impacts of digitalisation. It also explains why digitalisation is amortizing many traditional labor law institutions and the challenge for EU and national legislation. Lecturers interactively involve students in the second part of each lecture.

The first four days of the second part of the BIP course (in Budapest):

  • lecture (2 hours) on the four main topics of digitization,
  • workshop (2 hours - students present the characteristics of their own country on the topic of the lecture).

Day 5: Competition between students from participating universities (eg solving a digitization case or giving a lecture on a selected issue related to digitization).
